
Dr. Laura Carter OD, MPH is a primary care optometrist. She earned her Doctor of Optometry
degree from UC Berkeley and also holds a Master of Public Health from UCLA. Her unique
background in both optometry and global health shapes the compassionate and globally
informed perspective she brings to patient care.
In addition to her clinical work, Dr. Carter actively serves on the Board of Directors of the
Redwood Empire Optometric Society. She has been recognized for her leadership with the
California Optometric Association's Young Advocate Award, and was inducted by her
graduating class into the Gold Key International Optometric Honor Society.
Before joining East Bay Ophthalmology, Dr. Carter was head of vision services at Petaluma
Health Center, a Federally Qualified Health Center. There she collaborated closely with other
healthcare providers across disciplines to coordinate patient care, and mentored trainees of the
clinic’s nurse practitioner residency program. She has completed training in a VA medical center
and the Indian Health Service, and has volunteered in Africa, Asia, and Latin America.
Outside of the office, Dr. Carter enjoys finding the best half marathons and visiting cat cafes in
far away countries with her husband.
